am not an expert, but you could be more specific on what you want. If you're not sure, or just inquiring in general, maybe you can google your way to some tutorials. quite sure there are many tuts out there.

For starters, I recommend you try IcoFX (free), or some other similar free Icon manager apps over at Downloads section...
