I just came across this really cool app. It's something like the app Growl on a mac. It displays skinnable(?) tooltips, a replacement for the ghastly default ballon tooltips, more configurable and looking much much better than them. I'm downloading it right now. Try it out and post your opinions on it in this thread. It's also got it's own forums.
