You mean the bar on top of the Mac screen that usually says "Finder File Edit View etc."? That is called the Finder Bar. You can download a program called ObjectBar from StarDock, or WinMac. There is also the Finder Bar hack which places the tool bar from your opened windows into your taskbar.
