Here ya go.

I made two versions:

Shut Down and Restart.

They will automatically set your volume to the lowest setting and either restart or shut down your computer. When you get to your desktop, your volume will be turned down. To get sound, just turn up the volume rather than muting/unmuting it.

I tried both, they work. Your May might pause on the startup screen a couple times, but it will go right to the boot screen after a few restarts (did that for me).
